Many thanks for your letter 53871/1/41 of 16th.
The progress in A.R.P. measures is certainly considerable, and with one's limited knowledge of their effect on the civilian populace, we are diffident to say much.
Evacuation.
This is an immense problem, but we think offers the greatest scope for limiting loss and assisting the defence of the island. We understand the Chinaman is a difficult chap to move, but if he should prove willing, are there adequate facilities for shipping him in thousands to the mainland ?
Headquarters. In the summary of the situation to date, we note that the importance of giving bomb-proof protection to personnel at Headquarters is realised.
We suggest that this work should be given a very high priority and should cover civil and military F.Q.
Morale.
We feel that the relative worth of the various types of shelter, as judged by experience to date, can best be answered by the Ministry of Home Security. If they do not review this aspect, we suggest it might be worth raising with them.
Tunnels. It is interesting to note that while complementary the cost of Anderson shelters and tunnels is so similar :-
